Context
Over the past week, the administration has expanded the domestic deployment of U.S. military forces in several cities, prompting new legal challenges and widespread concern:
TRO: A federal judge in Portland issued a temporary restraining order blocking the federalization of 200 Oregon National Guard members to Portland. The order remains in place until October 18.
Title 10: On October 6th, California Governor Gavin Newsom announced that the administration was federalizing300 California National Guard members and sending them to Oregon. In response, Newsom has since pledged to challenge the move in court.
Title 10: The White House also authorized 300 Illinois National Guard troops to be deployed to Chicago under federal command, despite Governor J.B. Pritzker’s public rejection of the plan.
Title 32: Louisiana Governor Jeff Landry has requested the deployment of up to 1,000 National Guard members under Title 32 to support operations in New Orleans, Baton Rouge, and Shreveport.
These events represent an escalation of the months long deployment of the military to American cities and a continued blurring of the line between military and civilian authority.
New Resource
To help partners and local leaders respond consistently to these developments, The Chamberlain Network has developed a new national-level talking points guide on the domestic use of the military. It replaces prior city-specific versions and can be easily adapted to any situation. The document includes core messaging, legal distinctions between National Guard, active-duty, and civilian law enforcement, and framing guidance for veterans and community leaders. These can be tailored to specific locations for rapid response.
Know the Difference Video Campaign
The members of the Unite for Veterans coalition also launched the Know the Difference campaign to clarify the distinction between the National Guard and ICE. As deployments increase, the public is at risk of confusing these two institutions. The goal of the campaign is to strengthen public trust between National Guard troops and the communities they serve. By reminding Americans that the National Guard exists to protect and support neighbors—not to intimidate them—we aim to reinforce the Guard’s community-based mission and help ensure service members think carefully about how their actions affect the people and communities they serve.. The campaign began this week with a short video and now includes a call for National Guard veterans to record 30–60 second videos about what makes their service different. Scripts and upload links are attached for anyone who’d like to participate.
